Tom is an economist with a great deal of experience in economic regulation. He is passionate about shaping strategy and delivering valuable insights that benefit society. He joined WICS in February 2026.
In his career, he has led elements of many price reviews across water (PR14, PR19, PR24) and energy (RIIO3), working both directly for and as trusted advisor to regulated companies. Other regulatory expertise includes charging and tariffs, level playing field advice, cost-benefit analysis, environmental and customer valuation, and strategic investment planning.
He also spent time in the built environment sector, delivering macro-economic forecasts and strategic analysis products for major international contractors and product manufacturers.
Tom established and led economics practices at two consultancies in construction and regulated industries, bringing novel products to market and developing a premium brand offering.
Tom is enthusiastic about developing high-performing teams and people, delivering target operating models to meet the organisational vision.
He holds a MA in Economics from the University of Aberdeen and a Certificate in Leadership and Management from the University of the West of England.
