We asked for your views on our proposals for our draft methodology for the Strategic Review of Charges 2027-33 (SRC27). The consultation opened on 14 August 2024 and closed on 9 October 2024.

The consultation responses show broad support for our proposals and highlighted the importance of setting SRC27 in the context of the long term. There was a clear focus on placing the customer and community voice at the heart of decision making and an emphasis on adopting a risk-based approach to prioritising investment.

Overview
The Water Industry Commission for Scotland (WICS) is the economic regulator of the Scottish water industry. Our role involves setting caps on the charges that Scottish Water raises from its customers. We perform this role through a transparent and consultative process known as the Strategic Review of Charges. Throughout this process, we work in close partnership with other organisations in the water industry, to ensure that the charge caps that we set will allow Scottish Water to deliver the policy objectives of the Scottish Ministers.
The coming Strategic Review of Charges will set charge caps for the six-year period from 1 April 2027 to 31 March 2033. This methodology document provides our proposed approach for how we will set charge caps. This approach has developed and evolved over successive reviews to the benefit of customers, communities and the environment.
Participating in the consultation
We welcome responses to our proposals from across the water sector, including Scottish Water, licensed providers, household and non-household customers, consumer bodies, other regulators, environmental organisations, companies involved in the supply chain and any other organisation or individual interested in the water sector.
