Cosmin has worked for over 5 years in the water industry in Scotland and has gained strong experience working with Scottish Water and WICS.
Cosmin has provided analytical support across most areas of our office. His focus and particular area of expertise is in the economic regulation of both household and non-household markets.
Previously, Cosmin also led the technical side of our recruitment drive for our internship programme. His main area of focus was on preparing the recruitment platform, monitoring and scoring applications, and screening candidates.
Cosmin’s current role involves providing support in managing the retail market framework, helping ensure that the market delivers benefits for Scotland’s 150,000 non-household customers by overseeing licensing, implementing policy changes and monitoring the market. Recently, Cosmin has also worked on setting the default tariffs for all non-household consumers and has provided support with the current full-scale market review.
Cosmin has consistently provided analytical assistance with our international work, in support of the Scottish Government’s Hydro Nation initiative. Through this work, Cosmin has developed strong international consulting experience by collaborating with and providing advice to several economic regulators and water utilities across Europe and overseas. This work also included several international assignments throughout Romania.
Before joining WICS, Cosmin worked for 3 years as a Business Analyst at Scottish Water. He provided support across a variety of business areas developing strong experience in financial out-performance, data analysis and reporting, requirements engineering, business process modelling, and test management. He later joined Scottish Water International as an International Consultant. He provided support to strengthen the business processes and analytical capability of various institutions as part of overseas assignments.
Cosmin has a First Class MSc in Business Analysis and Consulting, and a First Class BA Hons (with distinction) in International Marketing with Event Management. He has professional certifications from the Chartered Institute for IT - British Computer Society (BCS), International Software Testing Qualifications Board (ISTQB), and the Association for Project Management.
