Andrea Mancini

Director of Price Review

Having led a number of different initiatives across the work of WICS, Andrea has gained wide-ranging experience in the field of economic regulation.

His most recent role is in managing the retail market framework, helping ensure that the market delivers benefits for Scotland’s 150,000 non-household customers by overseeing licensing, implementing policy changes and monitoring the market.

As part of this role Andrea completed a market-wide audit and led the strategic design and delivery of a full-scale market review. He has worked on the setting of wholesale charges and default tariffs for all non-household consumers and managed the implementation of several charging policy changes. Andrea is currently engaging with retailers and encouraging them to take ownership for improving the operation of the market and to work with candour and openness in all of their interactions with customers, WICS as regulator and other stakeholders.

Andrea previously headed up our international work, in support of the Scottish Government’s Hydro Nation initiative, by helping deliver international assistance projects. Through this work Andrea collaborated with several economic regulators and government agencies across Europe and overseas, delivering bespoke training programmes to senior management and supporting EU capacity-building projects to help establish an economic regulator and the development of a sustainable water industry.

Andrea was instrumental in shaping the first customer engagement model as part of the price setting process in 2012 and played a leading role in establishing the water regulators network, WAREG, in 2014. Andrea also led the econometric efficiency analysis of Scottish Water’s £3 billion investment plan, resulting in an efficiency challenge of over 15% in real terms during 2015-21.

Andrea holds an Executive MBA with Distinction from the London Business School and an MSc in Economics from Warwick University
