Many thanks for your request for information dated 15 April 2026 which asked for:

  • Annual replacement rates for water and sewer pipelines as percentage of total pipeline length, and any relevant targets for replacement rates, for the period 2020–2024 (five years)
  • Water leakage as percentage of distribution input, for the period 2020–2024 (five years)

We have handled your request as a request for environmental information under the Environmental Information (Scotland) Regulations 2004 (EISRs) and consider it to be exempt from disclosure under the EISRs because we do not hold it. We have provided more information on the EISRs, how they apply and why we have applied the exception in the Annex to this response.

While we do not hold the specific information that you have requested, I can confirm that we collect and publish the information that is used to calculate the percentages you’re looking for and we therefore share the following environmental information to you in response to your request:

Water leakage as percentage of distribution input, for the period 2020–2024 (five years) Please refer to our annual return & regulatory accounts data, specifically tables A2 which provides data on leakage and distribution input.
Please note that while we do not set targets for replacement rates, we do include an annual run-rate for replacement of different asset types which you can find in tables G2. This is not a target that Scottish Water is required to meet.

If you are unhappy with this response to your request, you may ask us to carry out a review by contacting us.  Your request for review should explain why you are dissatisfied and should be made within 40 working days of receipt of this response.  The review will be undertaken by staff not involved in the original process and we will reply within 20 working days of receipt.
