Your Ref: 2026-27 Charges Scheme Approval

Dear Alan,

Charges Scheme for 2026-27: Approval

The Water Industry Commission for Scotland (“The Commission”) has approved Scottish Water’s Charges Scheme for the financial year 2026 to 27 without amendment.

Scottish Water submitted the complete documentation for the Charges Scheme on 18 December 2025, with Part 3 resubmitted on 12 January 2026. The Scheme covers the period 1 April 2026 to 31 March 2027 and sets out:

  • retail charges from Scottish Water to household customers; and
  • wholesale charges from Scottish Water to Licensed Providers.

The Scheme includes an 8.67% nominal increase in household and wholesale primary charges. For primary charges, The Commission notes that the Scheme is within the cap set out in the Final Determination for the Strategic Review of Charges 2021 to 27. The Commission also notes that changes to non-primary charges ensure these remain cost-reflective.

Best regards,

David Satti
Chief Executive Officer
