David Satti appointed as Chief Executive of WICS

The Water Industry Commission for Scotland (WICS) is pleased to announce the appointment of David Satti as its new permanent CEO, following a competitive recruitment process. 

David brings extensive experience in economic regulation and finance, with previous roles in both the regulatory and investment sectors. He formerly served as WICS’ Director of Strategy, leading work on the efficiency of Scottish Water’s £2.5bn investment programme and long-term infrastructure planning. In addition to his regulatory experience, David also worked as an equity analyst at a privately owned asset management firm, analysing and investing in businesses globally.

David Satti has served as WICS’ interim CEO since March 2024 and has successfully guided the organisation through the early stages of significant organisational change.

Ronnie Hinds, Interim Chair of WICS, said:

“On behalf of the Board, I congratulate David on his appointment as CEO for WICS. His expertise and experience will be crucial to our effective regulation of Scotland’s water sector and as we prepare for the next Strategic Review of Charges. 

He added:

“I would also like to thank David for his dedicated leadership as interim CEO during a period of transition for WICS. His contribution to the significant improvements that have been made to our governance and management have been invaluable.”

Cabinet Secretary for Climate Action and Energy Gillian Martin said:

“I congratulate David Satti on his appointment, and I look forward to working with him to support the vital regulatory role the Water Industry Commission of Scotland plays.”
