Overview
The Water Industry Commission for Scotland (WICS) is the independent economic regulator for water and wastewater in Scotland. We protect customers by making sure Scottish Water delivers the services people rely on every day at the lowest reasonable cost, and that customers pay no more than is necessary – now and in the future.
We do this by setting stretching performance targets and capping how much Scottish Water can charge. This helps keeps bills fair by ensuring customers pay only for the investment necessary to deliver safe, reliable and improving services.
We also oversee Scotland’s non-household retail market. This is the market where Licensed Providers water services to businesses, charities and public sector organisations. Our role is to help make sure the market works well, is fair and transparent, and delivers value for non-household customers.
Our Draft Corporate Plan explains how we intend to deliver our remit and statutory responsibilities during the regulatory control period 2027-33.
Participating in the consultation
We want to hear your views on our draft plans, and whether we are focusing on the right things for customers. Your feedback will help us shape our work over the next six years (2027–33).
This consultation is an opportunity for customers and stakeholders to influence our strategy and ensure it reflects what matters most. We are particularly interested in where you think we can make the biggest difference, and how we can improve our approach.
